If you are a criminal, you must be penalized accordingly, no matter you be religious or an atheist. You cannot do anything you want, simply because you live within a society.
You assume that Morality can came only from God. That humans are brutal, worthless, paltry and abject beings by nature, or without God. That humans cannot be rational, and so not capable to be guided by themselves only by education. That one cannot be the final judge of himself.
Well, if God is a moral standard to the humanity, I say that is a very weird moral. I'm sure I'm not a robot (assuming that robots will never achieve conciousness), and if I was God, I certainly could not stand to witness, without doing nothing, crowds of inocent people suffering every second, every minute, every day, specially the very young children, all the cruelties you cited and more even, with all the minors details ("He sees everything"), year after year (who knows since when?)... Unless I was the most sarcastic deity of the universe. How could a supreme being of endless goodness simply allow such atrocities to happen again and again and yet claim to be the Moral Rule by itself?
